Sometimes you will see unusual bid / ask prices in Pre-Market like a bid price of 0.01 and an ask price of 1999999.99.

This is expected behavior as a part of the pre-market activity on most exchanges. When you receive an ask price of 1999999.99 it implies that the best ask was effectively not really in the market. Similarly, a bid price of 0.01 which is effectively outside of the market. Market makers will often submit an ask price like 1999999.99 to effectively remove themselves from the sell side or a bid price like 0.01 to effectively remove themselves from the buy side.
